According to reports, Google is banning YouTube masthead ads from certain industries.
These restrictions are in addition to existing restrictions in many of the same vertical industries.

YouTube Masthead ad units are ads that appear at the top of the YouTube homepage. The Masthead ad unit is displayed to website visitors from the YouTube homepage and complies with stricter advertising policies.
For example, ads directed to the YouTube Masthead must be approved at least 48 hours in advance. Potential ad units must be approved by a Google sales representative 48 hours before being allowed to show.
New Restrictions for Masthead Advertising
Axios reports that new restrictions will be imposed on specific verticals.
The stated reason for limiting these masthead vertical ads is to improve user experience.
These vertical industries have been restricted because they can advertise, but they also have restrictions.
